The chronology includes earlier annexation and boundary records because residents have questioned whether they are connected to Project River. Placeward includes the documented sequence while avoiding conclusions about intent that the records do not establish.

Frontage Road annexation record

City minutes document a 4.93-acre annexation proceeding at 9227 Frontage Road. The record is relevant to the later boundary chronology but does not by itself establish a Project River connection or intent.

Current procedural caution

The City’s Sept. 18 notice suspended direct Project River meetings while an independent engineering review is pursued. The City’s annexation page separately lists a Sept. 28 hearing for a 385.58-acre Lower River Road commercial annexation. These should not be conflated unless official documents establish that they are the same proceeding.
