The source trail behind the Project MidSpan case file.
For the zoning dispute, the strongest records are the adopted county materials, meeting records, applicable statutes, pleadings, later court filings, and ultimately court orders. A complaint establishes the allegations and requested relief; it does not establish that the allegations are true. For the physical project, site plans, utility studies, engineering reports, permits, agreements, and enforceable conditions will carry more weight than general project descriptions.
